The Financial Assistance Division is responsible for the delivery of temporary assistance, Medicaid, food stamps and day care and for ensuring that only persons eligible for public assistance services are provided such aid. This division also includes employment, domestic violence and managed health care services., Financial Assistance services are provided in the form of cash, rent, utilities, transportation, food/nutrition, housing, health insurance, child care, job search support, and job skills training to those who meet eligibility requirements

The Representative Payee is an organization designated by Social Security to receive SSD or SSI benefits on a beneficiary’s behalf. RCAL has a contract with Ulster County and is the Representative Payee for Ulster County. The Representative Payee is responsible for helping the beneficiary to budget money and to disburse the beneficiary’s funds to pay for current needs including housing and utilities, food, medical expenses, and personal needs items.
Covid 19 Some of our services are considered essential services and we will be continuing to offer them. These services include the ability to provide basic necessities to those in need and child care. Other services that are not considered essential will be offered via phone. The Foreclosure Prevention Project helps low and moderate income homeowners that have been sued for foreclosure. Assistance may include advice, brief service, representation in court settlement conferences and negotiations with the lender, and/or representation in litigation. We also assist homeowners who have been victimized by foreclosure rescue scams.
The project involves partnerships with ten community agencies and serves all 16 counties in our service area. If you have received a Summons and Complaint to institute foreclosure proceedings or have been taken advantage of by a foreclosure rescue scam, please call the Legal Aid Society.
